ACTIVITIES AND ACHIEVEMENTS OF S.KONDALA RAO, M.A., L.L.B., REGIONAL JOINT COMMISSIONER, ENDOWMENTS DEPARTMENT, MULTI ZONE-I, KAKINADA.


BIRTH :
I was born on 1-8-1951 to late Sri Suravajjala Ramalingeswara Rao and late lakshmi Devi at Subhadrapuram village, Laveru Mandalam, Srikakulam District.

FAMILY HISTORY :
My father and mother were both freedom fighters. My father served as village karanam and Munsif and also Srikakulam District Congress President.
EDUCATION :
I was studied at Laveru Zilla Parishad High School, passed S.S.L.C in the year 1968 and stood first in the District, studied intermediate, Degree and Post Graduation in Political Science in Madurai Kamaraj University, Madhurai at Vijayawada.
I did L.L.B., in Andhra University, Waltair at Rajahmundry.
SERVICE :
Entered into service by appointment as clerk cum Typist in the year on 29-12-1970, at Sri Durga Malleswara Swamy Vari Devasthanam, Vijayawada. Served in various cadres by step by step and got promotion to the cadre of Personal Assistant to the Executive Officer in the cadre of Assistant Commissioner. I worked in different major and famous temples also in Andhrapradesh. I was promoted as Assistant Commissioner in Endowments Department and worked at the following places.
1996-97
Assistant Commissioner, Endowments Dept. Srikakulam District.

1997-99
a) Assistant Commissioner, Endowments Department, Vizianagaram District.
b) Executive Officer, Sri Pydithalli Ammavari Temple, Vizianagaram.
c) Executive Officer, and Correspondent MANSAS Trust, (Vizianagaram Fort).
1999-2002
Assistant Commissioner, Endowments Department, Rajahmundry, E.G.District.
2003-2004
a) Executive Officer, Sri Talupulamma Ammavari Devasthanam, Lova (v), E.G.District.
b) Executive Officer, Challapalli Estate Temples, Krishna District.
2004-2005
Assistant Commissioner, Endowments Department, Visakhapatnam.
2005-2006
a) Promoted as Deputy Commissioner, Endowments Department, and worked as Deputy Commissioner, Endowments Department, Visakhapatnam Division.
b) Deputy Commissioner and Executive Officer, Sri Kanaka Mahalakshmi Amma vari Devasthanam, Visakhapatnam
2007-2008
a) Administrative Officer Sri Swamy Hathiramji Mutt., Tirupathi.
b) Promoted as Joint Commissioner and posted as Executive Officer, Sri Lakshminarasimha swamy Devasthanam, Yadagirigutta, Nalgonda District.

2008 onwards
Regional Joint Commissioner, Endowments Department, Multi Zone-I, Kakinada (Administrative Officer for 6 Costal Districts).

ACTIVITIES & ACHIEVEMENTS IN SERVICE
I. Sri Durgamalleswara Swamy Vari Devasthanam, Vijayawada ... 1971-1995
1) Formation of Ghat Road to the up hill with Transport facilities which turned the fate of this Devasthanam in all respects.
2) Introduced Bhavani Deeksha in Durga Ammavari Temple for the first time in the history.
3) Advised the Executive Officer for change in the Vaasthu of the temple. On account of which the attraction of Men and Money (Janakarshana and Dhanakarshana is raised abnormally the Temple’s income from lakhs to crores of rupees. The Temple’s status in all levels is raised remarkably.
4) I have introduced Dasara Festivals with religious fervor and devotion.
5) Introduced boat festival in River Krishna which attracts lakhs of pilgrims during Dasara festival.
6) Introduced Nitya Annadanam scheme in the temple.
7) Renovation of Sri Kanaka Durga Ammavari Temple and Prakara Mandapam and Raja Gopuram.
8) When I joined duty in this temple in 1969, the annual income was about 5 lakhs rupees which now raised to Rs.40 Crores because of the developments made and new schemes introduced by me.
II. Assistant Commissioner, Endowments Department, Srikakulam.
1) Conducted Grama Sabhalu (Village Meetings with all tenants of Temples lands irrespective of Political parties and raised the income of the temple in the entire District from Rs. 1/- to 10 Bags (Rs.5000/-) of paddy per annum. Several dilapidated temples have been renovated by getting financial aid from common Good Fund of the Endowments Department.
2) Constructed more than 50 Ramalayams in the interior villages and developed the religious fervor among the scheduled castes in the villages. Which was appreciated by the then Hon’ble Chief Minister and Public at large.
3) Introduced Pragathiki Pancha Sutramulu ( 5 schemes for Developments).

III. Sri Pydithalli Ammavari Temple, Vizianagaram Town.
1997-99
1) Introduced Vaidika Vaibhavam to the Goddess in the temple.
2) Introduced Visista Darsanam & sale of Prasadam.
3) Introduced permanent Nitya Annadanam Scheme.
4) Introduced Mangala Vayidyams daily.
5) Introduced Vedapandits for recitation of Chathurvedams Daily.
6) Introduced Sri Sravana Lakshmi poojas.
7) Introduced Suprabhata Seva and Panchamrutha Abhishekam Daily.
8) Disclosed the Roopam, Avatharam and Family history of Sri Paidimamba Ammavaru who is the family member of Vizianagara Gajapathi Maharajas and published the Sthalapuranam for the first time in the history of the temple.
9) Made large scale arrangemnts for the Sirimaanu Festival conducting every year in the month October’2007.
10) Introduced for the first time in the history of Vizianagaram Estate Presentation of Pattu Peethambaramulu by the Maharajas of Vizianagaram Estate.
11) After the construction of the fort about 500 years back, I got the entire building painted and illuminated during the Festival for the first time in the history of the Fort.
12) On account of the above developments made by me. The income of the temple is raised from Rs.20 lakhs to Rs. One Crore with in a little period of 9 months.

IV.Assistant Commissioner, Endowments Department, Rajahmundry.

1999-02
1) Conducted Grama Sabhalu (village meetings) in the villages with villagers tenants of the Endowments lands and enhanced the rents of the temples and thereby increased the landed income from Rs.9 crores to Rs.25 Crores with in a little span of 9 months with the Co-operation of District Collector, Sri Sathish Chandra, I.A.S.,
2) Constructed several Ramalayam in Harijanawadas in the E.G.District getting financial aid from Common Good Fund of the Department. Which received public appreciation.
3) Renovated several temples which were in dilapidated conditions, especially in rural and backward areas.

V. Janma Bhoomi Awards :
1) As a Nodal Officer appointed by the District Collector, E.G.District, I was adjudged as
Best “NODAL OFFICER” for 5 times during 5 phases of “Janmabhoomi’’ Government Programmes in Korukonda Mandalam, E.G.District. I stood in first rank in conducting Government Programmes and honoured by the then Chief Minister of Andhra Pradesh. The Government granted special increment in appreciation of my good performance.

3) As the Nodal Officer I have introduced “Mahila Nyaya Darbour” (Settlement of women’s problems) with all concerned and settled several family programmes in these Grama Sabhas. Which was resulted for redressal of women problems.
4) Introduced Mahila Rakshaka Dalams (Ladies Protection Force) in the villages of Korukonda Mandalam for the safety of women from social evils.
5) The Principal Secretary to Government for Planning. Janmabhoomi appreciated my performance by a Special D.O.Letter and introduced these Grama Sabhas in all the villages in other Districts also.

VI. Executive Officer, Challapalli Estate Temples : 2003-04
1) For the first time in the history of the temples. I have Conducted public auction for lease of lands of about 1600 Acres and increased the landed income from 5 bags to 20 bags per acre at a time. Which got more than Rs.1.5 Crores of rupees.
2) Prepared Master Plan and renovated the temple of Sri Subrahmanyeswara Swamy Temple at Mopidevi. Which is a very important temple in Krishna District.

VII. Assistant Commissioner & Deputy Commissioner,
Endowments Department, Visakhapatnam .
1) Got the lands of the Endowments surveyed and recovered possession of landed properties worth crores of rupees.
2) Detected several cases of mismanagements and mis-appropriation of Trust Funds and taken disciplinary action against the delinquent officers.
3) Conducted a vaidic Chathuragama Sadassu with all the pandits, scholars, experts in Vedas and Peetadipathis in a very grand manner and created religious fervor in the minds of the public for which the Government appreciated my performance.

VIII. Administrative Officer, Sri Swamy Hathiramji Mutt.,
Tirupathi.
Unearthed immovable properties worth hundreds of crores at Mumbai city which were in the lands of mafia gang who threatened my life. Yet I took legal steps up to Supreme Court level even without caring the threats. Also taken permanent steps for the protection of immovable properties situated at the heart of Thirupathi city, Worth crores of rupees with dashing, daring and with out leaving any stone unturned.

IX. Joint Commissioner & Executive Officer,
Sri Lakshminarasimha Swamy Vari Devasthanam,
Yadagirigutta, Nalgonda District.
2008-08

1) Developed Patchadanam (Greenery) Parisubratha (Good Sanitation) Pavitrata (Sanctity) Prasantata (Peaceful) and maintained in the temple and also planted 2500 plants in and around the Temple premises.
2) By introducing new religious sevas in the temple to the visiting public and raised the income abnormally from Rs. Twelve Crores to Rs. Twenty Crores per annum, with in a short period of Nine months.
3) Conducted annual Brahmotsavams in 2007 in such a large and grand scale on par with T.T.Devasthanams, Thirupathi. The arrange-ments for Brahmotsavams made by me were unprecedented in the temple history and won the appreciation of one and all in Andhra Pradesh and stood permanently in the hearts of the Telangana people. The decorations and arrangements both cultural and Vaidic reflected the seen of Kaliyuga Vaikuntam.
4) Took many developmental activities besides providing more amenities to the visiting devotees of the temple. The Hon’ble Chief Minister of A.P., Hon’ble Ministers, M.P’s and Legislatures, press and all political leaders hailed my performances in Yadagirigutta. I lived my self in the history of this temple for ever.

X. Regional Joint Commissioner, Endowments Department,
Multi Zone-I, Kakinada.
1) Conducting review meetings every month with the concerned officers for the developments and protection of properties of the temples and Choultries and their annual incomes in the jurisdiction consisting of 6 Districts.
2) Made unprecedented arrangements for the Brahmotsavams in the famous and important temples in these 6 Districts.
3) Reviewing the work of the Assistant Commissioners, Deputy Commissioners, Inspectors and Executive Officers every month which was never done in the history of this office and giving special drive for the better standards and results in the institutions and administration.
4) Introduced for the first time in the history of Sri Suryanarayana Swamy Temple, Arasavilli Vilalge, Srikakulam District presentation of Pattu Peethambarams to the Sun God on behalf of the Government.
5) Introduced similar presentation of clothes to Sri Lakshminarasimha Swamy Temple, Korukonda by Lord Lakshminarasimha Swamy, Antervedi and T.T.D.Devasthanam, Tirupathi during the Kalyanam for the first time in the history.
6) Took several steps for the beautification of my office at Kakinada by arranging the Vigrahams of Lord Sri Krishna, Radha, Garuthmanthudu and Anjaneya Swamy in the Park and also arrange greenery in the office premises.
Highlights
7) I always discharge my duties with hard work, sensible dedication with commitment, innovation, creativity and accountability and made my subordinate to work hard. My official performance as well as my personal dealings with all concerned people clearly reflect the resemblances of my mind and my character. I am striving every nerve at every moment with due sincerity and with the motive “ work is worship “ and “ Duty is devine” and this commitment made me elevated to the present high position, officially starting my service as a small clerk Cum Typist in a temple. Even now I sincerely feel that I am notionally a soldier in the official army and a small instrument in the machinery of the administration. I also believe that hard and sincere work will never go unrewarded and recognized and sincerity brings supremacy. The secret of my success in every walks of my life is I should stand first in the race than all others always and this commitment has brought me all the awards and rewards in my life.
